To make it clear. Phase zero doesn't mean that business will be reopened on Monday. It means that the economic activities included at this stage will begin the process of accreditation of health and testing protocols #COVID19, as approved at the economic reactivation table last Wednesday.
Until this happens, these businesses will be able to start activities. For the next 13 days we will be focused on that.

As of press time, the governor had not issued a response to the university’s observations.

They indicate that "Phase 0", which begins on Monday, means the initiation of protocols so that the economy begins to recover
After a confusion about the reopening of certain transfers next Monday, the Governor of Jalisco clarified that "Phase 0" is only the beginning of the application of protocols for the restart of gradual activities in the economy, so that businesses will not open but until June 1.

I know a lot of businesses reopening on Monday with safety protocols in place. I have talked with some restaurant owners, bar owners and shop owners. Ourselves included. If they want it shut down they can serve new closure papers. We are paying fairly expensive rent and can't keep closed much longer. We will be following proper protocols. No one is forced to shop if they feel unsafe.

What business are you in other than your rentals Bob? I noticed you mentioned your tax rate was rather high. Sorry I looked again and it said rent not taxes. My mistake.

Went to WalMart (Jacksonville FL) to pu a prescription and a few necessary items on Saturday afternoon, and I was appalled at how many shoppers were not wearing masks (kids either) and not practicing distancing. I got out of there quick. I guess there is a significant amount of people that just don't give a rats arse who they infect. There will be a significant increase in cases for sure as things open up here.

@RoyD Citizens often look to their leaders as to whether to wear a mask or not; few states require them, though some localities do.

We have our rentals and a small womens boutique. We are registered with Hacienda and pay taxes on both. Yeah, I was in Costco PV yesterday where they don't let anyone in without a mask, but then I saw quite a few shoppers who had dropped the mask around their neck once they were in the store and walking around shopping. I'd say there were an equal number of Mexicans and gringoes who were doing this.
