A friend told me that this was probable last Nov/Dec and sure enough it looks like it is moving forward. He said it was the Supreme Court action taken last fall that got the ball rolling and is essentially forcing the legislature to move forward. A good thing.

As far as I understand, from a much earlier article, the bill has passed Congress, and now the bureaucrats have 180 days to wordcraft it into law. It is much broader than I ever imagined. Still a learning curve in many ways, for example you can get a five year license to grow up to 20 plants, but you can only keep one pound. That is still more than most anyone would ever need, but still strains like "Big Bud" and "B.C. Big Bud" can pound out 1/4 lb every 60 days.
Cannabis Clubs would be they way to go. Hire a retired Mexican farmer to grow and watch over things. If they get a pension at all, it is typically around $200 U.S. per month. 10 people paying in would cost next to nothing, and that is an unbeatable price for a pound of top shelf Cannabis.

So, it's up to every individual to file an amparo to be able to smoke marijuana legally? That seems like a terrible way of doing it. It'll clog up the court system. Why don't they just legalize recreational use like Canada did?

That is what they are doing Sue. The correct number of amparos has already been reached and the link that CBob just posted confirms that the Supreme Court of Mexico has already ruled on this. Ninety days to go 'til officially legal.

There are two separate issues regarding legalization of marijuana. The Mexican courts ruled in favor of private use a few years ago. However, it was a narrow ruling rather than a class-action ruling and only applied to the five named plaintiffs in the case, who were granted amparos (protection) to grow and use marijuana legally. Apparently, any individual can apply for a similar amparo.
Meanwhile, the federal legislature has been working on a plan to outright legalize marijuana use. The new presidente, AMLO, has said he would approve such legislation. Apparently, they are still working on it.

When we were young in Washington State, we learned that there was nothing better than BC-bud. Now that pot is legal in Canada, all of the West Coast states and soon Mexico, we hope Bob, that you will help provide sources for us to again continue to smoke our favorite brand :)
