I tried, unsuccessfully, to use the Scotia ATM a couple days ago. I thought it might be out of money, until I saw this: https://heraldodemexico.com.mx/mer-k-2/usuarios-se-quejan-de-problemas-con-tarjetas-de-debito-de-scotiabank/
Hope the link works. Apparently the whole system is down to correct flaws in the software update in September.
