Lesser considerations aside, I think it is poor timing. I would have thought Semana Santa would be better than Navidad to stage a resurrection.

I don't know -Juan Gabriel was Tijuana's golden son. A lot of people will be driving to Tijuana over the Christmas season, maybe this is just glue for them to stick around longer and spend their dollars.
