As a former airline employee, I am familiar with most of these fees...the MX departure tax had been being refunded if you were a MX citizen or held permanente status, however, when I applied for it for a couple of friends...it was denied....still working on that. They are all legitimate fees. The APHIS fee is the agriculture inspection fee. The tourism tax...??? - not sure if it can/will be refunded if here permanently.

We always send a letter to the airline via email to get our Mexican tourism tax refunded. It always is but we have years of refund approved emails to attach each time. Get one "OK" and you can pretty much do the request automatically each time. Now I will have to look into the departure tax.
