I second Zacatecas. I would also consider Bernal. It's small but nice and near enough to Queretaro if you have a car.

For Zacatecas, you will need good lungs, heavy winter clothing and some way to heat your house. Otherwise, it is a wonderful place.

Wow! Bernal. Good idea. Sweet little place, Queretaro on one side, the Sierra Gorda on the other side, drop down from there into Xilitla and the Huasteca. Sweet.
