New 2018 rule for emissions testing on 1 and 2 year old cars

I went into the Chapala holograma car shop on Zaragoza yesterday with my 2017 Nissan and got a pleasant surprise. The mechanic informed me that as of January 2018, cars from the current and previous year do not need testing due to a new rule implemented this year. I had not heard of this but haven't been on the boards much this year, so may have missed it if someone posted this previously. I won't need to retest until 2019. Has anyone else experienced this yet?

Makes sense. They shouldn't even require cars made in the last 5 years to test. The good news is other than the possibility of a ticket from a transito for not having a sticker (which I have never gotten) they are not enforcing anything at vehicle registration time as was alluded too last year.
