Emissions testing 2016 changes
Recently came across this article.
It seems that they are getting serious about this testing. Here is the main changes I was able to discern:
This is pretty drastic. I've been getting my sticker every year, but not always during the designated month. I think you used to be able to do it up to 3 months prior. Looks like this will no longer be an option.
Although this might have the positive effect of cleaning up the air, and getting older vehicles off the road or fixed, I think this will be a major burden for a lot of people. Many cars at lakeside have never been tested. Things might be difficult for those snowbirds that have a Jalisco plated vehicle, if their designated month falls during summer. They will need to find a friend to take their vehicle for testing, or possibly get new license plates, if that is even possible.
I am wondering, though, if this will also apply to trucks? I, for one, would be glad to see some of those antique, decrepit hulks disappear from our roads.

- Automatic fines. If your designated month for testing is June, a fine for $1500 will be levied on July 1st if you have not done the test.
- No cancelling of fines when you do get your test done.
- Up to triple the fine if you don't get the test.
- Can only do the testing during the designated month.

Re: Emissions testing 2016 changes
I assume they will be collecting these fines at vehicle registration time? Since many of the old, offending vehicles are owned by poorer Mexicans who don't register or insure their vehicles anyways I am not sure if they will get the results they anticipate.
Re: Emissions testing 2016 changes
I store cars for folks during the off season. This is a pain as I have to verify they have insurance and than go get it tested for my friends depending on the month on the plate . Unless people pay for all year long insurance I guess they will pay the penalty every January when they register and pay fees on the car. What a pain to unhook them from battery maintainers and wiggle them out of each storage space and reverse the process coming home all for a sticker. Also what seems silly is none of these cars is polluting at all other than when I get them tested. I really understand why but for me it is a pain in the a** for trying to be a good guy.

Re: Emissions testing 2016 changes
maybe you can redo the test and then get the paper later on for a small fee so you do not have to unhook the batteries. Knowing how things work they will develop an industry around that one...

Re: Emissions testing 2016 changes
Recently bought my first mexican plated car and the last number on the plate is "6", so my month to get tested according to the chart is July. Is that right?

I'm not doubting this or questioning it... but wondering what the source of your information is?peteben wrote:Recently came across this article.

Re: Emissions testing 2016 changes
I just went there. The place isn't that noticeable. Of course they told me to come back on Wednesday as they had no stickers or something. That testing station must be using 50's technology. There is no dyno or nothing. I didn't even see a computer. I highly doubt the test is tied to the motor vehicle branch unless they keep a written log and walk it over there. I checked a whole bunch of windshields on my way home and saw very few emmision stickers. Is this thing for real?
Re: Emissions testing 2016 changes
Are you sure you were in the right place? I got a computer printout on a government form with information tied to Vialidad.

Re: Emissions testing 2016 changes
My last number is 4 so had my test done 2 weeks ago. They do have a computer and after the mechanic entered my licence number, my information did come up on a computer screen. The screen and keyboard is on the left of the testing station. It definitely isn't modern and the only "test" they do is sticking a senser up the exhaust pipe.CanuckBob wrote:I just went there. I'd be surprised if the poor Mexican population would get a ticket, but the banditos/transito's will sure be preying on us gringos...

Re: Emissions testing 2016 changes
Well I suppose that computer could have been there some where. It was definitely the right place. I guess I was used to the state of the art testing stations in Vancouver that had 4 wheel dynos, giant analyzing machines, computers everywhere., etc, etc.
I thought the fines were being levied at registration time? No?

Re: Emissions testing 2016 changes
BTW.......I've never had any of my vehicles here tested nor was there any sticker on the 2005 van I purchased last year from a guy from Guadalajara. I assume he never had it tested either as all the other stickers are still on the van.
Re: Emissions testing 2016 changes
We were there in Chapala March as our tag ends with 3. When you pull into the service area, you turn left facing a wall and the computer is in front of your car by the wall. They did the tail pipe thing and gave us our computer print-out and sticker on the windshield. About 15-20 minutes.

Hmmmm.......that's exactly where I was standing when I was talking with the fellow. Maybe the computer was stolen and that's why he told me to come back on Wednesday..... Jaja.

Re: Emissions testing 2016 changes
When I went in 2015 they said they only do testing during the month following your renewal month. They were turning away several others. Hopefully that has changed this year to comply with 2016 laws.

Re: Emissions testing 2016 changes
I had both my vehicles tested this year in the month corresponding to the last number of the license plate.
Bob, Mexico and the USA don't use dynos. Exhaust gas analysis is done at idle speed and 2000 RPM.
