If you are in México now with a permit for which you did not pay a bond, you don't have to do a thing. This new bonding rule only applies to people who get a permit now. Read more here: http://rollybrook.com/vehicle_permits.htm

Once you have posted a bond, you must tell Aduana every time you renew your FM3/2. Read about that procedure here: http://rollybrook.com/car-in-México.htm

It has taken 17 trys to get this damn thing to work. SHIT

This new ruling will damage tourism for some. Anyone traveling by car will be required to post up to $400.00 bond, and will receive refund @ the time they leave Mexico within 6 month window, however, should they get their FM2/3, after arriving in Mexico, they may not get their money refunded until they remove vehicle from Mexico, years later.

My wife and I were married on the trip down, and since I already had a vehicle in Mexico, She had no credit cards in her new name, we were required to post bond in USD $400.00 (2006). Even though she received her FM3, 2 months later, we were required to travel to the border for refund, within the 6 month time frame, or forfeit bond. Dead Horse

"...and can only receive refund when I depart Mexico?"

Correct. And don't forget to notify Aduana after you get your FM3.

Link to new regulation on Aduana site New Car Regs

Looks like this could be a good new side business to process the notifications so people don't lose their deposit.

Does this mean if they cancel your bond and then you return north of the border for a vacation, with intention of returning, will you have to post a new bond? Will one need to send a letter every year to keep their bond? It feels like they really want us to purchase Mexican vehicles.

Don't cancel when you head north is the only solution I see. And yes, with the new permit deposit you 'visit' Aduana every year or loose it

Yes, I've been preparing a form for our clients to do the notification right after we get them their new or renewal on their FM3 / FM2 so that they won't have to remember to do it so that they can get the deposit back after 6 months and will have a stamped received notice from Aduana.

Yes, you pay the deposit and then will only get it back after 6 months if you can stop the money from going from Aduana to the treasury and to do that you'd need to keep them informed of every FM3 renewal.
