Customs Forms
My wife and I will be driving into Mexico across the border at Laredo together but in separate vehicles. Will we each need to complete a customs form or will the one per family (head of household) rule still apply?

Are you moving to Mexico or just entering with two cars? That info will get more informative answers.

We are moving to Mexico. Most of our belongings are being shipped by Strom but we will have items in our vehicles. We've already confirmed that nothing we're actually transporting with us needs to be declared.

You will each need to temporarily import your indivually owned and registered vehicle with your individual names/passports and title in each individual‘s exact name; identical name on each document. Being together will have absolutely no bearing on the individual processes.
For customs; if you have anything to declare, or are inspected, the items in each vehicle should be the property of the owner/driver/importer of that vehicle.

I've never filled out forms. It's just red light/green light. With a red light Aduana will ask you what you have.

Much to the surprise of the official at the Consulate, we refused the Permanente visas because we intended to bring in our cars. As for the TIP's, we received one but couldn't get a reply from the Banjercito to find out where the second is. Guess we'll have to figure that out with them at the border. Fortunately we have all the documentation including application number, proof of payment, etc. so hopefully that won't be too much of a hold up.
