Did you ever hear about the "company stores" that the Molly Maguires had to buy from?.....probably not.
Walmart is there....they have the product, they have the price, not everyone has the discipline to exercise free will.

Understand Playaboy, but US laws have limited access to Mexican politicians when it comes to corruption, even difficult in drug cases, let alone Walmart.
