The HSBC ATM at the bank itself, in Plaza del Lago is working, there are two ATMs, and they charge the lowest fees.

Plaza Interlago is where Pemex, Tio Sam, etc, is located.
HSBC is below the casino on the Carretera in Laguna Mall, which is south of Plaza Interlago.
