So there is good news and bad news. Immigration fees are rising a bit for 2014, that is the bad news, the good news is that for those of you who have the misfortune of losing your temporal or permanente document, the replacement fee is only $1,040 pesos instead of the full fee for the time you requested originally.

New 2014 fees:

Temporal
1 year $3,243 pesos
2 years $4,559 pesos
3 years $6,154 pesos
4 years $7,294 pesos

Regularization
$1,036 pesos

Permanent
Study fee $1,036 pesos
Fee $3,953 pesos

Also the laws published today refer to new guidelines for payment forms so be sure to check before using an old payment form.

The Temporal 4-year fee seems odd since there doesn't seem to be a way to use it. It is my understanding new applicants are limited to buying only 1 year, so how does one go for the 4-year option?

4 year would be for someone regularizing or getting four years converting from a tourist visa if they have a Mexican spouse or family member.

Study fee is the fee for applying for permanente, it was 1,000 pesos, once approved then you pay the full 2nd fee.

Regularizing is fixing a status where you are not 100% legal, not having a valid current immigration document. A common example is renewing late where you just forgot to renew or you allowed your document to expire when you would have been forced to go permanent but wanted to keep your foreign plated car for 4 years.

It has been my understanding that if one wants to avoid being required to go to Permanente, it would be necessary to turn in the expiring Temporal and return to the country of origin to begin the process anew.

Are you saying this is not the case, and that one can begin anew with a Temporal at the local INM office?

Yes people can let their document expire, pay a regularization fee, fine and prove income and stay temporal, although this technically voids any existing car permit.
