Please note that the minimum wage for Mexico City as well as Guadalajara will rise for 2014 to 67.29 pesos.

500 times minimum wage $67.29 pesos = $33,645 pesos or $2,590US (Exchange rate 12.99)
12 months bank statements
25,000 times minimum wage $67.29 pesos = $1,682,250 pesos or $129,503US (Exchange rate 12.99)

Spencer, do you have any information on renewal fees for 2014?
Is there an INM website for that information? I have a URL for 2012, but nothing newer.

I have been checking as the fees for renewal if changed would appear in the Ley Federal de Derechos, this is where I first saw the new fees for the new immigration laws but I don´t see any changes, this year they seem to be lagging on many things.

Spencer, based on the new numbers, a couple would need a monthly income of nearly $5200.00 to go permanente, supported by 6 months bank statements? Or $260,000 in cash, supported by 12 months bank statements?

Jim, only one needs to qualify. After he/she get the RP the other one applies under the "family plan."

Thanks David, I am permanente, however Deb is not. Will continue that way, as we need our vehicle to transport stuff, from Casa Grande to Lakeside for 6 months of fun with friends. The new law prohibits me from driving foreign plated vehicle, however, I can drive Deb's car as a spouse. Please correct me if I have been misinformed.

Better for each spouse to apply separately as if you add a spouse then they can only be permanent if you registered the marriage with immigration and have 2 years as such, we have submitted a request for their policy in writing, wondering if they will give us a straight answer as their practice varies from our reading of the law.

If you have lived here 4 years then no financials are required so no real fighting except they do make mistakes and are very slow.

Spencer, do you think they will(MX) change the income requirement? $2,600 USD monthly income is extremely high for an individual to become a full time resident of Mexico .

I hope they change and a news release from January quoted the new head of immigration saying there needed to be a change. Basically people of modest means got the shaft and this will deter new applicants while those who can show income have many rights without necessarily having spent any amount of time in Mexico.
Many of the new laws do not make much sense and they seem to change the laws every few years and the present law was published in May, 2011 so within the next year or two if history repeats itself, we will see yet another change, hopefully one that will benefit a broader range of foreigners and boost the Mexican economy.
