Guadalajara now manufacturing immigration cards

I was at a hearing in immigration today and they told me that they will be manufacturing cards now in Guadalajara and foreigners will receive them within 2 to 3 days after doing their fingerprints.

We are still waiting for FM3 renewals after being fingerprinted 6 weeks ago.
The online status shows that they went to be produced 4 weeks ago.
I wonder were they went.    

Many people are in that spot and I wonder when they stopped sending card to Mexico City for manufacturing and if there is a backlog in Guadalajara.

I heard Manzanillo has been making the cards for months. A few very fast turn arounds

Does this mean that the approval for Permanente is now being done at the state level rather than in DF?

Just got a call from Spencer's office.
We can pick up the cards on Friday.    

Approval has always been done at the state level just card manufacturing done by a private business in Mexico City and now locally which should eliminate many travel letters.

I gave finger prints on 16-Jan-2014 and today I enquired at INM Guadalajara and my card is not ready. As you mentioned 2 to 3 days, could you please tell me when can I expect my card.
