New CFE rule

Does any one know if CFE has a new rule for the installation of the mast or the pipe that holds the wires coming in from the electric pole. I heard that the metal pole has to be on the outside of a wall and not in the concrete. In other words the pole has to be fastened to the wall or cement pillar and not cemented in to the wall or pillar. This new rule was suppose to start of the beginning of this year.
