Answer: No they do not close

Paid it today.  They open at 9:00.

I went around 9:30 this AM and the line was pretty long, waited a bit but saw no movement. fyi, I started my day at CFE at 8:20 resolving a problem, hence my "late" arrival at the Presidencia (normally I hit it at 9, like you).

Went back around 1pm, in and out in a flash, straight to the payment counter, no line. Able to pay with US cc without a commission. I tried this year and last to use a US cc at the Chapala website, but no dice.
