Yep, unless everyone is using them like on Monday with one or two persons to a car.

Yesterday they were not being enforced. I drove all the way around the Periferico past the athletes village and the new stadium at 10:30 AM and returned at 7:30 PM. Saw lots of local, state, and federal cops but none doing anything about driving in the marked lanes.

It's a totally dumb idea to have special lanes for the Pan Am games, then tie up commuter and other traffic for hours. How would they enforce them anyway?
