I can recommend the following person who designed and made metal railings for both my neighbor and myself in Riberas recently. He speaks Spanish only. Also, he does not do installations, so that would need to be arranged separately.

The only danger to that is if his railing doesn't meet specs and can't be installed properly. Personally I would only go with someone who manufacturers and installs.
