Many folks always say Mecardolibre, (spelling). Me? I either wait until I go up north three times per year, or when looking for something I can't locally or at Costcos, I go to Amazon.
Do I know the best answer? Heck no. but learning from my own experience which include checking on the local forums do alright, Most of the time :)

Sorianna had 'Reynolds' brand (as in aluminum foil) The zip seal was not so wide, bit difficult to seal (made in Thailand..) but price was right & both sizes. You might want to try Fresko in Guadalajara as they have abundance of imports, decent prices. Nice one near the southern Costco.

You will find Ziplocks at El Torito, in bigger economical boxes. Not a lot, mind. Any place else that has them, as was mentioned, are a different brand and pretty useless. The ones at Torito look like they've been there awhile... definitely some kind of shortage.
As for the comment about Thailand (?), most SC Johnson products are made in Asia. It's not where they are made that's important.

I never saw a shortage of either here. Mostly I shop on foot around Ajijic; most Mexicans cannot afford to hoard since they live paycheck to paycheck, hence no shortages where they (and I) shop. There is a meat mart grocery store fruit and vegetables down the street from Goshas restaurant. I bought ziplock bags there yesterday

I find them too "slick" to be practical and use a lot more of them than the normal toilet paper, so it´s back to the regular stuff.
They don´t decompose well in septic tanks either.
