Once upon a time, I saw one at the large papeleria in Chapala. They would know. Otherwise: Office Depot in Guadalajara.

There's a paper cutter for sale at the Trinidad copy center/office supply place across the street from Cafe Negro in San Antonio (corner of Hildago/Carretera and San Jose/Allen Lloyd).
