What has gone wrong in an aljibe when it does not know it is full and continues to let water pour in? scratch

You need to replace the float valve. They cost less than 100 pesos at any hardware store and you'll know how to install it by taking off the old one. It's kinda intuitive.
In the meantime, shut off the water coming in from the street.

Yep and in some cases the float arm adjustment screw has loosened off and just needs to be reset and tightened.
