The USDC, So. District of Georgia, in the case of Almanza et al v. United Airlines, Inc. et al (2016) , in a 20+ page opinion,said as far as the U.S. courts are concerned, it's OK for the airlines to collect the FMM/UK Tourist Visa fee from Mexicans, residents, etc.and all exempt persons, not turn the $$ over to the Mx. Goverenment, but keep it for itself. It's also OK not to put anything on its websites or in any literature saying some persons are exempt from the fee or show/tall how to claim a refund or to havw any process allowing an exempt person to claim a refund.

The only reason Spencer might find it interesting is that his case (McMullen v. Delta, et al) was cited 2X in the opinion.

Just in passing.
