New rules on TIP for Snowbirds?
Hoping for some insight on TIP...I had to speak w Mexico City on another matter, and a guy there told me that I could NOT return using TIP with the same vehicle within a 12 month period. This strikes me as odd, since many snowbirds would be doing exactly that. I had thought to get the TIP early, but maybe taking the risk at Laredo in the fall would be wiser than going the more 'official' route?

The Importada Temporal will be given an effective date that corresponds with your FMM tourist permit, or with your current temporary residence visa, if you have one, AND if you applied to Aduana at the specified time during visa renewal. It is not wise to exit Mexico without cancelling the Importada Temporal and getting a new one if you re-enter.

Yeah but can you then bring that same vehicle back in within 12 months as per the OPs question?

So if someone goes on a two week visit to the States while they are here for a six month stay, they are supposed to cancel the tip when leaving and reapply? Dumb. Really dumb.

Yes, they are to turn in the Imortada Temporal (and keep the receipt) at the border if they have a tourist permit, since the tourist permit becomes invalid upon exit, making the Importada Temporal void at that moment. Note that the place to turn it in is before the INM stop in most cases; and can legally be so, since the area approaching the border is in the free zone, where the Importada Temporal is no longer required to drive the car legally, even though it is still within Mexican national territory.
I do see the possibility of that not being the case for someone with a Residente Temporal visa, which continues to be valid, as would the Importada Temporal. However, failing to cancel it would still be unwise, since an inability to bring that car back into Mexico would prohibit being able to bring in a replacement (in the event of loss by accident, theft, fire, death of the registered owner/importer, etc.)
So, to answer the question of a tourist leaving and returning: Yes, you must cancel the Importada Temporal, which will also cause your deposit to be refunded. It may seem like a grey area, but the caution mentioned above also applies; loss of the vehicle.
I agree that the language in the Aduana law, insurance policies and in the
Immigration law are sometimes vague, or seemingly in conflict. They are very separate agencies & do not coordinate, or even communicate well with each other. As such, I advise that one proceed on the safe side in making such decisions. Finding oneself uninsured, on the wrong side of either Aduana or INM are not comfortable positions, to say the least.

I know of no reason that would prevent it from being issued. People do it all the time.
Sorry to have omitted that in the earlier response. Just be sure to keep the receipt of the previous Importadas......forever. They are the proof that you did the right thing and are entitled to re-enter with a fresh tourist permit, or a new visa approval, and to get a new Importada for any qualifying vehicle; but just one per person.

Further to that I found this statement on a website about the TIP.

If that is, in fact, true. I still caution folks not to do it.
If you are out of Mexico and have an accident or other situation which will prevent the return of that car, with its intact sticker attached to the windshield, you will remain in the Mexican computers and minds as having a vehicle in Mexico. Therefore, you will not be able to bring in a replacement. Catch-22.

SAT has updated some things for cars but no new manual is available so hard to say definitively what has changed. I did notice on the new import form for use at the border they as for a social security number. Also retorno seguros are again being processed in a day or two and not many weeks.
