This really sucks.
I am profoundly hard of hearing, even with my SOTA hearing aids.
My wife is a native Spanish speaker and does well in assisting me when needed.
I have been with MultiVa for over 10-yesrs. Erika, in the Ajijic branch,who speaks perfect English, has always gone above and beyone to help me.
An important situation arose where I had to communicate with the MultiVa main office in Mexico City.
My wife called and got an English speaking person. She explained my hearing problem and said I was there with her and I would give permission for her to assist me. No deal!
I got on the phone and there was no way I could understand the woman, especially with her accent. All I could do is ask her to talk with my wife. No deal!
Nothing would work. I had to speak myself and answer some security questions. No talk to me, no deal.
That ended the conversation.
Sure as hell there ain't no concern for customers with hearing disabilities.

I don't know what the laws are here regarding public accommodation but I've haven't seen one since I left the US. I haven't heard of a relay service available here either. This does assume that OP owns a tty.

Since you are using a telephone and not appearing in person couldn't you give a friend your "security info" (DOB, mothers maiden name, etc.) and have them call on your behalf.
