FYI, an article in the current issue of the Guadalajara Reporter on guns in Mexico contains two errors; That gun ownership is legal for all citizens and that the procedure for registering a firearm is complicated.
Gun ownership is legal for all RESIDENTS and the process of registration is not especially complicated.

There are sites that say only citizens of Mexico can posses arms. Here is the article of the Constitution covering the issue translated by Oxford Press:
Article 10
The inhabitants of the United Mexican States have the right to possess arms in their
residences for their protection and legitimate defense, except such as are expressly
forbidden by law or which have been reserved for the exclusive use of the Army,
Navy, Air Force and National Guard. Federal law will determine the circumstances,
conditions, requirements, and places in which the bearing of arms by inhabitants will
be authorized.

Los habitantes de los Estados Unidos Mexicanos tienen derecho a poseer armas en su domicilio, para su seguridad y legítima defensa, con excepción de las prohibidas por la Ley Federal y de las reservadas para el uso exclusivo del Ejército, Armada, Fuerza Aérea y Guardia Nacional. La ley federal determinará los casos, condiciones, requisitos y lugares en que se podrá autorizar a los habitantes la portación de armas.

The other problem with quotes found on the internet is that they are self-limiting. In this case "inhabitants" does not mean citizens. The expansion would be found in the myriad of federal laws.
