I am debating which nexus 7 small tablet to get.  If I get the 3G will it work at sea and allow me to circumvent the ship's WIFI system?

It will only work when it is within range of any cellular towers. Probably not too many way out at sea.

You don't have to pay extra for 3G tablets, you can just tether them to your phone, saves an paying for an extra cell account also.

You will not be able to pick up any signal once you leave port; only the ships WiFi.

Royal Caribbean has a new deal that I really like: $15.00USD per day for all the WiFi you want. I love it.
