Since they claim to be: Officially Licensed, I have to wonder just who the licensing agency is?

I remember when the Mexican Catholic Church cancelled a contract with a U.S. check cashing/ money transfer company to use the image of the Virgen de Guadaloupe. It was to be for five years and worth over $12 million dollars.
