The food in Cafe Tacuba is barely passable and the birria at 9 Esquinas in Guadalajara isn't even the best in that city. So much for "best of" lists.

Tijuana is frequently written up in all sort of foodie magazines and it really isn't a surprise to see locations there mentioned.
As for the "list", we have tried El Jardín de los Milagros in Guanajuato and Los Danzantes in Oaxaca. Granted our visit to El Jardín de los Milagros was a number of years ago and we were not exactly super impressed. As for Los Danzantes, it probably has one of the most unique decors we have ever seen with the base of the bar made from blocks of crushed cars. While the food and service were quite good, I am not sure it belongs in a top 25 for Mexico?

Nice to see so many from the wine country in Valle de Guadalupe, the oldest wineries in the the New World are there!
