Voltage regulator sounds awful
All my desk stuff, including my computers, are plugged into a voltage regulator. During the day when, I presume, lots of power is being used in my neighborhood, the voltage regulator clicks as the voltage goes up or down (I guess). Right now, and most mornings, it is clicking like rapid Morse code. What does this clicking signify? Need a new voltage regulator? Or is this the regulator doing it's thing and protecting my computer, etc.?

It means the device is malfunctioning or the power is dancing up and down. I put my money on the power dancing. They all click like crazy when it is going up or down fast. Watch the voltage go up and down with a voltmeter.
