sometimes it makes noises like the old telegraph keys  on steroids. what's with that?

That could be bad or normal.  On older regulators it is the sound of it switching windings to
change the voltage up or down. Click click is normal but constant clicking may mean something
bad. Is the unit hot (can you hold your hand on it)? If no get a new one. They tend to overhead
sometimes before they fail. IF you have a volt meter plug it into the wall and see if the voltage
goes up and down with the clicks which is what it should do. Understand if you have somebody
welding on one phase of electricity in the neighborhood you can see a Voltage drop down to 80V
or lower depending on local conditions. You've seen your lights dim when this happens.

it seems to happen mostly this time of day. it is warm but not hot at the front of the unit. regulando linea alta is what's flashing not the other 2. i have grounded 220 in this house

Blinking light means it is altering the voltage. As long as it doesn't click continuously and you can put your hand on it and hold it there you should be
OK. If you want to bring it over I can test it but it sounds OK to me with the info you have given me.

must be ok because it only does it periodically and mainly in the middle of the day. as a luddite,i am not familiar with all this hightech stough.
for a while i couldn't even tell where the noise was coming from.

The light flashing in English means it is correcting high voltage. Sounds OK to me. Normal.
