The Actual Law where it states you can't sell a foreign plated vehicle in Mexico?

Can someone please give me a web site or law and article number where it states, unequivically, that it is illegal to sell a foreign plated car in Mexico. I have been on Rolly's site where he quoted Article 106 about the legality of imported vehicles and who can drive the car...
I'm trying to pinpoint the law for a Doubting Thomas on another board.

If you look at the statement that is part of the agreement on the temporary import sticker it says "I withdraw the vehicle described on the back of this form from Mexico."

Also it says:

I understand that it is forbidden to:

Sell the vehicle

I understand that non-compliance with any of the above terms will result in penalties.... including but not limited to incarceration or fines.
