Brown out in Ajijic Centro

CFE provides me three phases, which is normal for a residential housing. (sometimes, one gets only one or two of these phases for a smaller hookup)

When one of my three phases cuts out, a second phase has low voltage and the third works great. My architect insured that larger rooms to include bathrooms and bedrooms are wired with two phases. That way when a single phase fails, I still have electricity on another phase.

If of the two phases I get, one is out the the other is a brownout, at least I have a little light from that brownout phase

Now with one of three phases out, it would be easy to understand why one neighbor experiences a brownout, another reports no electricity and the third has no problems at all. It just depends upon what phase you are using when there are electrical problems in your neighborhood.
