Panic Button Facts – January 15, 2021

Early rumors and news sources cites pending closures and restrictions for businesses and public life. News outlets published WITHOUT reading the actual published decree.

I will summarize here the salient points of which have been misrepresented today or were changed from earlier reports so everybody knows what the law requires of them.

This applies to the State of Jalisco but many municipalities may enact their own restrictions, Chapala, for example has done just that today.

The restrictions are as follows:
Commercial establishments (those not ordered closed) shall have a maximum density of people of no more than one person per 4 square meters in closed areas and one person per 2 square meters in open areas with a maximum capacity of 50% of their capacity.

All businesses must:
1) Deny access and not attend to anyone without a face mask
2) Only allow access to one person per family and not allow access to people under 15 nor older than 60.
3) Restrict parking space to no more than 25% of its capacity
4) Install sanitary filters at all pedestrian access points and interior parking lot access
5) If the maximum capacity is reached, clients shall wait outside in lines that have 1.5 meters between each person

Restaurants and Cafes may operate until 10pm. Then it is only home delivery. Maximum 6 people per table.

Hotels and motels only up to 50% capacity, no common areas or group activities or parties.

Permanent closures of the following businesses:
Movie theaters, theaters, museums, zoos, aquariums, as well as cultural and recreational events, bars, casinos, cantinas, nightclubs, gyms, sports clubs and private sports facilities.

Government, corporate and professional service offices should prioritize working from home when condition permit.

Religious activities:
No religious masses or ceremonies. Churches open for individual visits but only up to 50% of their capacity or up to 50 people. No singing or chanting

Schools:
Classes in public and private schools suspended for all educational levels. Daycare allowed under approved protocols.

Activities in public spaces:
Prohibited to use public spaces such as sports areas, plazas, municipal gardens, community centers and the like. Via Recreativa suspended and beaches only can be used 5am to 3pm.

All parties and meetings suspended, prohibited to have public concerts, parties, fairs or festivals in the street, parties in restaurants, bars, nightclubs, event halls and event places. No fireworks or bonfires and no equestrian events.

Measures valid until January 31, 2021 and are subject to being extended if necessary.

Sanitary checkpoints to be done at airports, ports, bus stations and highways to adjoining states.

This seems really watered down from the doom and gloom news reports this afternoon. Still it seems like something is missing. Really there is, they published decrees 2, 3 and 4. Where is number 1? Also I thought, crap, my clientele, retirees cannot be let into my law firm, but then saw that they forgot to differentiate for essential services and if they cannot come into my office neither can the go to the supermarket, banks, clinics, laboratories or hospitals.

Beginning of gratuitous unsolicited commentary: (If you do not like satire stop reading here)

So malls and plazas like in Plaza Mexico they have taped off much of the parking lot, by squashing us together to park next to each other the virus will go away instead of being able to park away from others?  What if you want to park far away to avoid door dings?  So parking is always at a premium and now businesses are reduced to 50% of capacity and now parking goes to 25% of capacity so the parking problem is doubled or we could always cram in the bus like sardines to arrive at our destination…

Beach closes at 3pm, seems like the virus gets off for lunch at 3pm like much of Mexico so the government doesn´t want it to eat us for lunch.  Maybe they could reopen the beaches at 5pm when the virus and the rest of the Godinez´s go back to work?

Restaurants close at 10pm.  The virus has its routine hour to eat dinner, good thing the virus is a good Godinez and works until 6 or 8pm so by the time it gets home and is ready to have dinner it is at least 10, if the virus was a banker or a government worker we´d have to close the restaurants at 4pm or 5pm.  

Daycare for kids under 6 open but then when kids reach six they cannot go to school because they either forget their manners and will have booger fights or have no recollection of what they learned in kindergarten or something ripens them up and they become tastier to the virus.

No bars, sorry so find yourself a good restaurant with crappy food that just sells food so as not to be a bar.  I know some bars that sell tastier food than restaurants and restaurants that seem to sell little or no food.  Parties are prohibited at bars and nightclubs but how can you have a party when the businesses are supposed to be closed in the first place?

Nobody can enter or be served without a face mask.  If I lose mine then really a business cannot let me in nor sell one to me.  Will it be like buying beer in high school, gotta flag a guy down entering the parking lot and see if he will buy it for you?

What will materially change out there the next two weeks?  Probably very little, so be smart, the risk is real.  I´ve seen lots of shameless wanderers like lonely street dogs roaming around looking for bones, all they came home with was COVID.

This edict is certainly not as well thought out as previous ones. Like Spencer said, not all of it makes sense. What about mandating masks everywhere, especially on public transportation?

Masks are mandated in all public areas, spaces and transportation, I didnt list here as that has been a the case for a bit and this article was to correct erroneous news stories from major outlets today

Masks may have been mandated but if not spoken to specifically most people that haven't been wearing masks will continue to ignore the "mandate".

Yes.  There is an exception for basic government services including, Atenciones de Ventanillas.  Literally, little windows of attention.  It means public service windows.  If you Google the Spanish phrase in images, it shows this, so yes, you can pay SIMAPA and Predial. Never been to vehicle office, unsure of their set-up.
