Speedtest Curiosity Empty Speedtest Curiosity

Just curious why is it when I do a speed test on Fast.com or Open Signal I average around 28dn/8up, but with Speedtest Ookla I routinely get about 42 down and 10 up?  Consistently the Speedtest numbers are higher.  I would think the numbers would be a closer than that spread.
This is on the ILOX 30mb plan using wifi connections in an adjoining room.  

What tipped me off was when I called ILOX for tech service, they first asked which speed test service I had been using.

Interesting, I get the opposite with iLox
Both are wireless connections but the iLox modem is sitting right next to my laptop and the Telmex modem is twenty feet away.

Speedtest.com iLox cheapest per month.
ping 7
43.23 mbps down
24.45 mbps up

Fast.com iLox
ping 3
110 mbps down
22.0 mbps up

With Telmex, both tests are pretty similar... 599 pesos per month

Speedtest has over 7000 servers around the world which makes sure that users from anywhere on the globe get the most accurate readings. Although Fast doesn't claim to have thousands of servers registered to it, it does connect to your nearest server.
Fast is designed with Netflix users in mind, so one argument is that Fast uses large packets to imitate real-world data profiles which comes into play while streaming Netflix content. Fast may also not care for any speed above 30 Mbps which is sufficient to stream high-quality Netflix videos. Catering to higher speed would mean that Netflix is only wasting bandwidth to measure higher speeds, which may not make sense considering the huge load already resting on its servers.

On a sidebar my wifi signal with ILOX is strong. The modem/router they installed last month is a new model. I had read a lot of complaints about their wifi but no problem with the newer units. In my experience.

I live in north east Chapala for all the good it does me. Actually, this is the first time in a very long time that I was able to do a speed test. It had been timing out before I could get a reading.

2.4 WIFI 90 down (obviously we have WIFI congestion here)
5.0 WIFI 150 down
Wired 250 down using cat 6 wire

All 3 for access time
Using speedtest
ILOX 300 service
