Mexico does not have a death penalty and will only extradite with an agreement with the USA that there will be no death penalty no matter what the crime calls for.

The US requested extradition as Guzman is a Mexican citizen, unlike the shooter of the consular official in GDL.  No favors, no sending, as all law enforcement in the US that had charges pending against him, wanted him.  The other case I mentioned, yeah the Mexican government dumped him back into the US immediately.
The private prison industry in the US wants all the bodies it can get.....good for business.

His capture and disposition of incarceration has about as much effect on the drug business, as picking up a handful of sand, has on the appearance of a beach on the Pacific.  
Just feel good news for the DEA and their like bureaucracies, in both countries. Who cares if he gets special treatment? Much ado about nothing.
Maybe they cut off the head of a snake, but there are 10,000 snakes, out there, of equal caliber.
