That´s what I´m hoping.  They had done quite a bit of work when it was stopped so they could continue on. Problem is that there isn´t quite the urgency right now with the lake up and several other dam projects that are in some phase of construction.
Google Arcendio Dam Jalisco Mexico and there are some photos of the work completed.
To me it was a no brainer also, but you know how, we never fix anything until our backs are against the wall.  Some day, someone, will realize that fresh water is more important than some critters that can only survive at the bottom of a deep barranca.
