Small pets in cabins of aircraft
As many have already heard, many airlines travelling to and from Mexico recently announced that small pets would no longer be allowed to travel in the cabins of the aircraft as per some sort of Mexican regulation. This is bad news for us as our small 7 lb Chihuahua would not fare well in cargo. I sent a letter to Alaskan Airlines asking them to explain the situation. Here is their response:
Dear Bob,
Thank you for contacting us regarding the acceptance of pets in the passenger cabin to and/or from Mexico.
This past May, airlines received notice from Mexico's office of Civil Aeronautics that effective immediately they would no longer allow pets to travel in the passenger cabin of any aircraft traveling to, from or within Mexico. Should you wish to review this regulation, you may do so via the following link: http://www.alaskaair.com/content/travel-info/policies/pets-traveling-with-pets/Mexico-law.aspx
In short, the regulation applies to any permit holders for travel within the Mexican Republic. The regulation goes on to define a permit holder as a national or foreign carrier providing air service. By this definition Alaska Airlines is, in fact, a foreign permit holder and this regulation applies to service we provide to and from Mexico.
Alaska Airlines is committed to passenger safety and complying with all applicable US and foreign regulations. That said, we are also diligently working behind the scenes with the appropriate Mexican authorities in hopes to seek a remedy to this situation. When/if there are any updates to this regulation, we intend to update our website with the latest information in a timely manner via the following link: http://www.alaskaair.com/content/travel-info/policies/pets-traveling-with-pets.aspx.
Thank you for your understanding and for sharing your concerns with us. I apologize for any inconvenience or disappointment you've experienced regarding this foreign regulation and I sincerely hope I was able to address your concerns in full.
Sincerely,

Re: Small pets in cabins of aircraft
Guess we all need to write to our frequent flyer airlines, to express discontent and ask them to "diligently work behind the scenes" to seek an acceptable remedy.
A far cry from the day when our 7 mos old bichon occupied seat 1a and was taken by the captain for a walk down the aisle and then to the cockpit to view the instruments. (Mexicana, 2005)

Re: Small pets in cabins of aircraft
We have friends who just bought, and I do mean bought, a "service animal" jacket for their Chihuahua so they could fly back home on Alaska Air next week with their dog in the cabin. It wasn't cheap, and they got it from some outfit in Hawaii.
There is rumor/information floating around on the internet that this policy may be changed as early as September. But of course this is dear Mexico, and we're still waiting for the implementation of the new immigration law that was passed....how long ago? May of last year?
